R-M paint option

Hi. I am a first time user here at the great TN.

I wanted to purchase a new bare plastic OEM bumper cover for my 2008 Highlander Sport(Classic Silver) from an Ebay company. They offer an optional painting service and they charge $180 extra to paint the cover.
My questions are:

1) Is this an appropriate charge for this service? In other words, are they cutting me a discount OR am I getting what I pay for?
2) They utilize R-M brand paint. Is this a quality auto paint product?
And 3) Should I just purchase the cover as is and have painted at one of my local paint shops?

$180 to paint (2 step) a prepped bumper is a rip off. If the bumper is totally bare and they are prepping and paining it is expensive but reasonable. Get details from the eBay seller regarding the condition.

Call a local auto body shop and ask them for a quote for paint.

I just edited my previous post because I forgot to include the condition.
The cover is advertised as New OEM. I plan to get estimates locally.

Call around, I did the same thing with my wifes old Highlander with getting a new front bumper. I called around local and they wanted $400 to paint the front bumper, called the place on Ebay, gave me place that they use near them. They wanted $200. It all depends upon your geographical location on prices.
