Today I check the tire pressure, It's 28lbs, toytoa recommend tire pressure is 30lbs, why the TPMS warning doesn't light up?

If you have a spare tire with a tpms valve you need to check all five tires. With all pressures the same your dash light will go out.

i think its more like 5 -7 ils of pressure low will trip the light. 2 lbs low isn't enough fir it to make the light go on.

Can someone explain to me how this works? I mean, what if I go and get new tires at some tire shop and they replace the valve stems, what happens then?

They don't replace valve stems anymore(for tpms equipped cars). Some will charge you $10 to rebuild the tpms(all they do is replace the seals).

Discount Tires in my area charges $30 ($7.50/wheel) to replace the seals.
