So, not sure if this goes here but a question about $ for an 2008 Limited with 18K miles, no nav or dvd, everything else, dealer is asking 29K
Is this reasonable?
IMO, given what you've described, I'd say that's a damn good deal. I'd have expected you to pay a minimum of $31,000 and a max around $33,000 if it were a certified pre-owned vehicle. I'd jump at that if everything else is okay. I'm also assuming the overall condition of the HL is good to excellent.

\Everything is perfect, not a scratch on it. It is NOT certified. I don't like the Classic Silver color but can live with that.
So, if I get them to certify it add 2K ?
having them certify it might give you some peace of mind but it wont change the vehicle. consumer reports lists this model at the top of their list of used midsized suv's to include reliability. 29 is a great price if all is as you say.
That seems high to me, got my 08 with 40k miles with every option (nav, dvd, etc...) for 29k + tax etc... about a year and a half ago, though I might have gotten lucky to get it that low
.

The difference is the miles, 18K as opposed to 40K

I agree with DavidHB that that's not really necessary, but if you went that route I'd suspect it would bump the price up $1,500 plus or minus. For perhaps a better handle on the price I'd suggest going to kbb.com and plugging in your Highlander information to get a recent market price.

Don't certify for $2k. It should only cost the dealer ~$500 to setup a car as certified, unless there is something major like tires or brakes that it needs. Seems unlikely at 18k.
If you can do without the "limited" badge, you can get a brand new one for $33k.
The term CPO means nothing to me. Never has. Never will. Its marketing for the small minded masses.
There has to be at least a couple hundred 08-10 used Highlanders on ebay. And, I haven't checked autotrader/swapper..... You can do better if you research a little more.

I have an 11' limited with nav that I'm leasing and at the end the buyout is 21500 which I'm sure they'll turn around and try to sell it in 2014 for 30-31K used, maybe more. You should be able to work them a little more on the price, I understand they need to make money, but the more in my pocket the better. Also, is that limited you're looking at 2wd or 4wd, that will make a difference.
