I changed my bulbs about three years ago when I first got the car. My memory is that those rubber caps were hard to pull off. I just went out to check and I'd say you just have to pull hard on the tabs to get them off. One trick you might try is slip a flat blade screwdriver in the edge at the top, pry, and see if it helps get it started as you pull on the tab. When you get them off I'd put some silicone on the edge before putting them back on. Good luck.

If I pull too hard I worry to tear the rubber cap, or wait for summer when the weather is hot so can pull it off easy?

No need to wait for summer. Just get a hair dryer and blow warm air into the area till all the parts are as warm as a summer day.

Mine came of fairly easy using the two tabs (I have to take mine off a lot to modify my projectors). Just pull on one of the two tabs and try to do what PhotonDreams said. Don't worry about tearing the rubber boot, its pretty strong.
