auto trans problem

I have a 94 toyota 4x4 with 3.0 and auto trans. When coming to a stop the trans won't downshift to 1st. gear. When i go to take off it lugs taking off in second gear. This doesn't happen all the time but it is not pleasant taking off quick. Any ideas how to fix?

I'd start with changing the transmission fluid and see if that helps.

Didn't help. I noticed some solenoid valves mounted in the back of the trans when i had the pan off. Maybe one is sticking.
