Idle speed issue?!?

My 81 22R will idle high when it is cold, but it will idle high for far too long. I removed the air cleaner while it was idling so high and tried to open the choke places and or unstick anything that seemed stuck but it continued to idle high for a maddening length of time and I found no moving part that changed the idle....Eventually a swift pump of the accellerator slowed the idle back down but it took way too long and the engine was way warmer than it needed to be. I read in a manual at the library that there is no possible idle adjustment in the 81 model. Is there a simple choke adjustment that will fix this problem?
