On my 1981 SR5 I have a spare residing under the bed hanging from a chain, yet I can't figure out how to relase it. Please help me!

On my 1991 4runner i been unable to raise down my spare. Too much rust and dirt in the mechanism.I did't have the choice to cut the chain. so i hope you will be able. good luck
