Foglight placement

I broke one of my old foglight lenses and the replacement lens is not really worth it. So I found some very nice looking fog/driving lights for a great price. The problem is the new units are bigger and will not fit where the old ones were (in the bumper beside the front license plate thru the cutouts). This means I need to relocate either on top or below the bumper. The question is which is the more functional place?

The foglights are 55 watt Halogen, my 4Runner (a 1988) is stock height with either stock rubber or my 31" mudders which raise it about 2 inches. I prefer the look and the protection of the lights suspended under the bumper, but I realize at least with driving lights the higher the better. I don't really care about the driving lights, but fog lights here in Spring is pretty important.

So, my question is: will the foot difference in height make a difference, or is it just cosmetic? I will be getting some real driving lights when I fabricate my bush bar, so I'm not concerned on the driving lights, just the fog lights.

Thanks for the reply. As it turned out, there were carriage bolts on top that worked perfectly for the mounts on to of the bumper. I really need to post some pics, but I'll wait until I put my mudders back on.
