Engine Keeps Flooding

I am a pretty mechanically inclined guy, but I can't figure this one. My Engine keeps flooding, 2 nights ago I had a hard time starting it, first time ever, I could smell the gas. yesterday on my way to work it stalled...I managed to pop-start it while I was still moving, then Last night I couldn't get it to start at all. I havn't had a the correct socket to take out the plugs but I am pretty sure of what I am going to find. Anyone can think of a reason why this is happening? here are the stats:
1991 Toyota P/U
22r
fuel Injected

The only thing that I can think of is the fuel pressure may be too high. This is a project vehical, and has a fuel pump of a 2001 neon in it. It is rated at 58psi, or so i am told. I have been running it like this for 2 months now. If anyone what s to check it out goto: http://www.cliftonparkhelp.com/neon.jpg
