1984 22RE electrical problem

Just changed the oil on my truck and went to to roll it of the ramps and experienced a no start suituation. The battery is putting out 12.3 volts and the voltage at the coil is 12.1 volts. I cannot get a voltage reading at the green weatherpack conector mounted along the valve cover. I have no power to any of the interior dash or accessories. The headlights come on, but not the tail or brake lights. When I turn the key to the start position, I only get a "charge" light on the dash, nothing else. Any ideas where to start? Thanks in advance

Check the wiring from the battery leading around the oil filter and connecting to the starter, make sure you disconnect your battery first.
