Help RPM High -'94 4-Runner

Hi everyone,

I don't know that much about cars and so a buddy of mine pointed me here. I've had a 4-runner since new and it's not been in any accidents or anything. It's in good condition.

1-2 months ago, I noticed that at times the RPMs started going high, hitting 4k RPM @ 60mph. The odd thing is that this happens sporatically. The Cruise-control button doesn't seem to do anything. I don't know why.

I've taken it to a transmission shop and they ran some tests. The computer tests can back negative. Then they said that it might be a silenoid problem so they (employee) said they'd swap it out and see if it did the trick if it didn't then they wouldn't charge me the $125. Few days later I come back and they run all the tests over again and then comes the owner and he (owner) said it wasn't a silenoid problem. He mentioned something about a "clip" or "valve clip" and that it'd take days to order the part (a kit) and that it'd now cost $225. I've been back and forth to this guy for 3 weeks. I am wondering if I should go else where. I don't know about this and wanted more knowledgable's peoples' take on it.

Update

UPDATE: 4-Runner started smoking today... took to shop... I feel ripped off... WTH...
