From what I understand, the rating (USAC?) is based on how much payload the truck can handle. Manufacturers use heavier duty springs, larger brakes, better cooling systems and the like to be able to support higher rated loads. These standards also deal with stability with the load in the truck bed in turns.
American trucks commonly use six lug wheels for 1/2 pickups and eight lug for 3/4 ton. The bigger the load capacity means a crappier ride if the bed is empty.
