The choke operation was made complicated with smog regulations. It should still be closed completely when cold and not running. I would be inclined to drill out the rivet and tweak the choke until it just closes when cold, then put in a screw and nut to hold it. However, that could adversely affect any smog inspection or test you might have to take.
I have owned a couple of carbureted Toyotas ('82, '85, and '87), but most of my experience has been with older engines. Maybe someone else here knows more about yours??
