Question Need to change front disc brake shims & springs?

1995 T100 4WD SR5.
I am changing the front brake pads. Should I replace the anti-squeal shims and the springs? I had thought that the shims and springs should indeed be changed with the pads, but none of the local Toyota dealers stock the "Shim Kit" nor the "Fitting Kit" which leads me to believe that their Service departments don't regularly change these.

Whaddya think?
