Question surging idle

What does it mean when my idile goes up to like 2000 then bogs down to under 1000 and does this continuously until I shift into gear? Also I notice my idle is higher, at around 1200 when it is supposed to be at 800 or so. Engine is a 22R with 40k on rebuilt in 1991 pickup.

Arrow more to the problem

More too this problem. It does it all the time now when its cold. Or when I turn it off for a few minutes and back on when its warm. Also, when I push the clutch in to shift the Rpms jump up and then go down instead of just going down. I tried turning down the idle but it wont go under 1000. The idle udjustment is right under the throttle linkage right, pointing towards the front? And the choke adjustment or whatever that is is pointing towards the firewall correct? I also notice that when I rev it up to try and get the idle down it stays where it revved up to. Say I rev it up to 1500, it will stay there and not go down for a while.

Try pulling the cover on the agjuster as you called it, if it's what I'm thinking of it should have a plastic cap on it and there is a filter underneath it. Clean the filter or replace it. You also might want to pull the throttle body off and clean it out good with throttle body or carb cleaner. Sraying it through all of the ports or holes!!
