Question cold collared 22re

Hey I just had a motor swap done to my 86 toyota and the motor that was put in never was cold collared before and the motor that was in this truck before never was cold collared. I dont know what the deal is... I dont know why it would be doing this... the guy that done it changed the Intake because there was a few things on the old intake that he said it needed... IT has a new fuel filter also.... any other ideas...

Cold start injector is on the side of the plenumn, sorta between the plenumn and the head. It may be clogged, or the trigger wires might be loose, or something...
I wonder if a bad temp sensor could cause that...
Cold collared, eh? Haven't heard that one before. Guess I'm learning Kentuckian on TN,
