27/32 sounds like the appropriate milage. Don't forget to clean the throttle body and adjust the TPS sensor. These two tasks brought back my milage even after an intense tuneup failed to increase it.
Besides the O2 sensor, I would leave the intake and exhaust alone for the most part. The only issue to cause poor mpg would be a plugged up cat converter or a kink in the exhust pipe. As for the intake, a plugged air filter or a restriction between the filter and the throttle body. I've seen mice in the air filter housing and in intake tubes of honda's on several occasions.
