Timing question

I have a '90 pickup with a 22 RE. I have timed it to 5 degrees with the jumpers in place and it doesn't seem to have a lot of power, especially in the hills. What is the timing supposed to be set at at idle without the jumpers in place? Coming home to Oregon from California I was down to 2nd gear in a few spots crossing the Siskiyous, embarassing to say the least (I said much more than the least, believe me!).

I dunno, I can look though. Get back to ya tomorrow if I get a chance to put a light on it. Mine's an 87, but should be pretty close, I'd guess.
