rear bumper, lack of, from factory

ok i need to find out what is up with the 80s 2wd pickups that have no rear bumper, and just have sheetmetal roll pan deal part of the bed down there that hides end of frame rails, and that the licen plate sits on, its stock painted same as body and all, see this all the time, nothing unusual or new, i just call it a factory roll pan
if it originally had a bumper back there then there would be holes or cut outs in the pan for brackets, but theres no such things in it,
its smooth just like all the rest of them out there

i got busted by state police for not having a bumper, they should know damned well that billions of these trucks run around with no bumper, its common

what is the deal with these things ??

the brackets for the bumper dip down below the rollpan thats why there are no holes in it. 9 times out of 10 some one has removed them and all the brackets. if you need one check ebay for a brand new one

anyone got pics of what these look like ??

how come so many are like this, and always on the 2wd's ?

do license plate mount to bumper originally, or room to bolt to either with bumper in place ?

Another option is to look for an aftermarket step bumper. If it does not come with brackets, you can make them or have a welder make a pair. The stock bumpers are more decoration than useful, anyway.
