Hi All!!
Broke down on my way to work back in January and had my '91 Toy p/u towed to a Toyota dealership. They did a diagnostic and said it was my fuel pump and with all the required parts and labor, would cost me $1000 to fix. I said no way and had the truck flatbedded home for warmer weather repairs.
When I dropped the fuel tank and tested the leads at the connector, I found no resistance on my DMM. Sounds like the dealership was right. But after close inspection I found that one of the wires to the pump was chewed upon by what I guess was a mouse or something. I live in a rual area. I tested the pump after breaking off a number of bolts to remove it and it tested fine. I hooked it up to the battery to test.
My problem is that after I reinstalled everything, I still have no voltage going to the fuel pump.I tried cranking the motor to operate the oil pressure unit. I've tried jumping diagnostic leads according to the Chilton's directions. I tested every fuse possible. Could it be the EFI relay?
Yes, the circuit opening relay is part of the fuel pump circuit. It is located next to the computer on a '86 22re. Not sure if its the same on yours. From your post it looks like you got it right, but you are checking voltage while the engine is cranking, right?

According to the Chilton's, by jumping two leads in the diagnostic socket I should have been able to run the fuel pump with just the key turned on. I tried to measure for voltage at these leads and got nothing. It said this way I should have heard the pump running and fuel being circulated.

Yep, you should have voltage on the diag connector (12V). Have you checked resistance readings on the circiut-opening relay? I think it is obvious that you have checked fuses. It could also be your ignition switch, but not likely.

Pulled the EFI relay at the main fuse box under the hood and ran some tests. what is confusing me is that when I energize the coil which seems backwards from the description on the relay, I don't see any contacts closing or opening with my DMM. Are these contacts NO or NC
Got the bastard. Was the EFI main relay. Jumped the contacts to the EFI relay and the truck started right up. Ordered the part from rockauto.com , do you have better suppliers?
