I have a 90 4Runner SR5 with a 3VZ-E (V6 3.0 EFI). At running temp. the idle will surge when brakes are applied or the clutch is in, from 900 rpm to about 1500 rpm. Any ideas where to start would be great.

I had the exact same thing, and it was a dead EGR valve.......when its idling like shyte, open the hood, and push down on the EGR.....if the idles settles down, your EGR is shot!
my truck does the same thing. Where exactly is the EGR vlave,and what do i have to do to check it. Like you said to hold down on it or something.

yup..I started by checking all vacuum lines, then moved to EGR (then would have moved to PCV)
The EGR valve (on my 1990 v6) is near the power steering reservior....if you are looking into the engine compartment, it is on the left of the engine, and it looks like an upside-down UFO (sorry for the lame description) You should see a small vacuum line running to it, and if you follow the pipe down, it enters the exhaust manifold. The valve is about the size of a baseball, and looks like an upside down saucer
