Help! Repair handbrake & speed guage??

Hey everybody,

1990 4x4 22REToyota Pickup Xtend Cab, shot box.

I need to fix my handbrake because it's not tight enough and when I disengage it, the handbrake light stays on. If I push on the handbrake it turns off but as soon as I let go it turns on again. Anybody have any advice or general directions??

Next problem, my speedometer shakes a bit and while I'm driving you can hear the gear rubbing or gridding on something and the sound goes exactly with the bobbing of the speed needle. How do I get to those components and have you guys had this issue before?
