wheel bal-struts

Need advice on 2000 PreRunner. 2wdrive. Had some slight vibration of tires so went to get balanced. Had some cupping on inside of front tires so guy said I needed-shock struts-front and rear shocks. He balanced tires andafter they were worse than before. I removed the weights and it seems smoother. Truck only has 72,000 miles.
Question - Am I being taken to the cleaners? $350.00
Question - Would cupping of tires-now on the rear- make truck vibrate 45-65 mph?

i cant see it needing those new parts already. Id take it to a different shop and get a second opinion. It may need a front end alignment. If its the original tires, you might be best to invest in new tires after the problem is fixed so the new tires will not cup as the old ones did. JMO
