On Lexus products, this sort of thing is configurable by the dealer through what they call C-BEST (Customizable Body Electronics System) settings or "Lexus Personalized Settings". They just changed the name to LPS in 2005.
I don't know if Toyota has added the C-BEST feature to any of the Toyota-branded products or not. If they did, you can do exactly what you're talking about - turn off the beep, but leave the hazard lights blinking.
It's certainly worth asking the dealer. Is anyone else familiar with C-BEST, and do you know if it's built-in to the more recent Toyota models?
You have to go to the dealer to make changes to most C-BEST settings, because you have to access the computer through their interface/test tool.
