Low idle cause 'ticking' noise in the passenger side cab

When my 1993 22re idles low <500, there is a strange noise coming from the passenger side in the cab. Like the clicking of a switch. Any one have any suggestions? Bad Relay or Fuse?

The computer is located behind the side panel next to passengers feet. Maybe that is it.

thats exactly what it is, the a/c kicks off under 500 rpm. the idle up vsv must me toasted, im have a similar problem because mine is toasted and wont idle up as it should, the weird thing is the vsv tests out ok and ive adjusted the set screw on the throttle body but it still does not idle up.
