There is a centralized database maintained by Toyota for any warranty work that was done, including recalls. The database does not store routine maintenance work. Any dealer can access Toyota's database.
I don't believe recalls expire, as they are goverment mandates to fix.
There are many more issues resolved under Technical Service Bulletins, or TSB's. When you complain about a problem (like a rattle, for example) and the solution is described in a TSB, the dealer will do the work and change the parts, but it's only free if the affected parts are still under warranty.
