while thet illegally talked on their mobiles without a hands free unit.

One I've found to work great is pop their gas door open, take the cap out, put a funnel in, and then just leave an empty bag of salt sitting on the ground. They'll come out next morning thinking they have a gas tank full of salt, but they dont
