Did you remove the oil cap when the engine was running? If so, then yes it is normal for it to push oil out. If not:
The 2 things that Im thinking are fuel filter being partially plugged or maybe the PCV valve is bad.

By all means, check the spark plugs! They will give you a visual indication of what's going on in the engine. It sounds like you have a dead cylinder. This could be a result of carbon fouling, defective spark plug wire, worn or defective distributor cap or rotor, burned valve or seat, blown head gasket. Although anything is possible, I doubt if it's an injector. A compression test, including a leak down test will verify if the engine is sound with respect to rings, valves and pistons. Good luck.

I was messing around with the valve cover removed and i noticed that the chain has slack in it ( bottom region of engine in left side down low- near crank sprocket region- when are facing front of engine), and a tensioner guide shoe or part of one moves alot with the chain down inside there, way towards bottom

is there one guide on RH side of engine*left side facing front of engine) or are there two ?

if one then it means it is broken in half in this engine

theres quite a bit of slop from crank to cam in the chain when you turn by hand one way and then back the other

Yep, you just found the weak link in this motor (don't worry, this is pretty much the only weak link) The timing chain guides are made of plastic in models 83-95 and are prone to breaking. There should be guides on both sides of the timing chain so it sounds like you lost a guide. Usually you can hear the timing chain rattle against the timing cover, or worse (gulp) the head when you lose a guide. Since you have mentioned about quite a bit of slack in the timing chain, I bet it might have jumped a tooth or two which is causing the motor to run funky. In either case, it's time to replace the timing chain, guides and tensioner. There is a guy on ebay by the name of engbldr (sp?) who has an excellent timing chain kit for a great price.

"so uhmmm since i have compression out of all four spark plug holes does that mean all my valves are fine and that none are bent ?"

What is the compression reading in each cyl? You won't bend valves by jumping a tooth or two. You only bend valves when the timing chain breaks.

"if so then ill put timing set on it if its not expensive- including new guides and shoes ?"

Shoes? No shoes are used with any timing components.

"who do i get a holds of for these parts and good deal ?"

and do i HAVE to remove cylinder head and oil pan to do this like the book says to ?

From what I have read, no. Search this site; somebody gave excellent advice on how to replace it all without removing the head or oil pan without leaks.

"how do i remove 22RE crank balancer ?"

This site gives the best explanation

Crank should be @ 0 TDC with distributor rotor piointing a #1 sparkplug terminal on the dis. cap(where that cylindrical plug is)Timing gear marks are pretty much fool proof.

It should slide right off after the oil pump drive spline collar. Slip fit. No pullers necessary. Now the pulley *might*reqiure a puller, mine didn't, just take off that 19mm bolt and give a tug.
