Quasi-government. We don't get a single dollar of taxpayer money. Banks pay us a premium just like you pay to have your truck insured. No comment on any of "Dear Leader's" policies, but I can guarantee you that the last thing the FDIC wants is to close a bank and have to tell people they lost their money (especially when they didn't have to lose it). I've personally had to do it, and it's not fun.
