05'-on Front Diff ADD operation

I'm looking for a description on how the newer Tacomas add works. From the different electrical schematics and explanations I have seen I have the general idea of how the front diff. is locked or unlocked electrically but what is the function of the vacuum hose in the actuator? Why will Toyota add 2 possible points of failure in this system? if in fact both are used! I even bought the haynes manual but other than a brief explanation on how to uninstall/install the actuator it didn't describe any function.

Its a vacuum actuator iirc. The electronic portion just enables the vacuum.
