I might give a bit more background. I was an engineer with the USFS.
During deer season we all "patrolled" for fires especially visiting
hunter camps.
Many of them started boozing a couple of days before season opened.
Most so shit faced night before they couldn't find gun for puking - a
rite of passage I guess.
I could not cite them for drunk except in a vehicle or organized
recreation area.
This was 10+ years ago, imagine it hasn't changed.
I know in the waterfowl season its damned cold up around Tulelake -
Most that I am aware of take a bit of "warmer".
Don't have any idea about Cheney but with his heart problems doubt he
had very much.
