Its caused by not cleaning your wheels often enough..its brake dust thats baked on by the heat of your wheel. My dad does this all the time, when I visit, his front wheels on his caddy are solid black...I use greased lightling and a tooth brush with pretty good results, just don't spray GL on the center cap or let it dry on the wheel, cause it will streak, pretty strong stuff!
It will come off, just takes alot of elbow grease and any good cleaner
