should I buy one for $200 that has a 4A-C, needs extensive work and a tad bit of body work?
if I got it, would it be worth dumping about $2500 into it to make it have a 4A-GE, new tranny, and some new suspension parts, and some paint and misc. accessories to make it feel right?
trust me.. your $2500 won't be enough to do full body work, engine and drivetrain transplant plus modding. not enough man! just save and dump $5000 on a built one.

my advice is to look into your local laws first. some states such as ca are strict on what you do. in ca a sr5 converted will not pass smog or anything. your best bet is to take the time and look for a true gts and if you are not shur wether it is a true one or not just look at the vin and a true gts will say ae88 on the vin and a sr5 will say ae86 on its vin.

Being an import engine only, the 20v is illegal- Even if you can make it pass the sniffer test- it wont pass visual. Youll need to know and pay someone to legalize it for you.
For 200 bucks it might not be too bad, it depends on the extent of the body damage, and the extent of the mechanical damage. Ie if the chassis is tweaked, i wouldnt touch it. Sr5s are a dime a dozen, you can pick up clean examples for 800-1000 all day long. You can pick up clean non running examples for 3-500 bucks to boot (if you plan to do a 20v swap, this might be your best bet).
I did all the mechanicle work of putting in my 20v, so if you need help with that feel free to hit me up and ask some questions. My friend did the wiring however so youll need to look elsewhere there. I highly suggest club4ag.com, theres some rather good write-ups and How-to's. Just make sure you use the right wiring diagram for yoru engine, the silver/blacktop are different.

I think the efi motors run cleaner than the carb ones. So he should be able to pass
But other than that. If you do all the work yourself you'll probably hit 3000 - 3500 and your still not into anything speical. Thats if you have all the tools and such already. But I am with Mike, unless you like to work on cars.. spend the extra and get one already fixed and done up, in the end you'll save money! Just remember to have someone else do the wiring is about $800 by itself, you also need a few other parts with the 20v's which is why I decided to not go with the swap as parts are hard to come by and my car is a daily driver!
800 for wiring? 2-300 bucks will cover it. Its really not that tricky, the hardest part is just identifying all the wires youll need and wont need (Easier on an sr5 then a gts since the sr5 has les wires to sort out then the gts does).
The 20v -will- pass emissions with the devices caried over, however it still will no pass a visual.
And short of needed direct engine replacement parts, many of the servicable parts are easy to find or can be cross referenced, you can actually buy some 20v parts from toyota dealers themself (Guess where i got my distributor cap). The parts needed to put them in the ae86 are easy and cheap. Exhaust, an electric fan, and fabbed up radiator plumbing are your biggest problems.
