detent cable

I just the my a40 3 spd trans rebuilt. The car runs strong with it but it's delayed int shifting into 3 rd gear. I've adjusted the cable but it may be stretched since my rebuilder did not repalace it or My measurements with the throttle open are off. I do not know how much it is supposed to be. Any ideas?

Verify that throttle opens all the way, adjust bell-crank if needed;
if probem pesist test -drive the car with disconnected kick-down cable[the shifts can be to early but the point is to make sure you have 2-3 shift.]
If still not shifted the rebuilder messed up the sealing rings on direct clutch hub[this will also cause slipping REVERSE}
