4age problem

i have 85 ae86 gts that accelerates poorly. i went to get it repaired to pass smog because i live in ca. the timing was set back to 10 btdc. it idles smooth and it passes smog now but accelerates really slow. when the timing was at 15 btdc it pulled strong but ran rough. the timing belt marks all line up with the pulley and cam gears. i'm about to replace the vacuum hoses around the intake even though they look alright. i ran the cel diagnostic and "normal" code comes up. i heard it might be a compression or an electrical problem.
any suggestions?

Check compression on the motor. Pull the top timing cover and make sure the cams are in time. If a cam jumped a tooth it would explain the issue.

One other thought comes into my head, is the T-VIS actuating correctly? (if the power goes flat after 4,200rpms it is probably not actuating, if your car has an intake you will know if its opening, it will get loud)

If you need to know how to check the cam timing let me know i can do a quick writeup on it. But there are two things to check, i hope it helps.
