85 Corolla 1.6L LE Carb Trouble

I just picked up a 1985 Toyota Corolla LE 1.6L with 40K and I think I'm having carb trouble.It starts-up and runs good until you shut it off and say go shopping and when you come back it has trouble starting,I can smell gas,choke plate is open,and the throat is clean.I changed the spark plugs and changed the oil which helped a little.Does this sound like it needs an adjustment or a rebuild?

Float adjustment? Anyone know where I could get a gauge?
