4A carb out of adjustment PLZ HELP

I just got it registered and need to go for a safety inspection; but, it doesn't run well enough. I upped the Idle stop screwto keep it running and yesterday it kept running after I shut it off. I think it is running rich because of the smell and it also flooded easily. The electrical connectors to the carb are disconnected because the computer kept bumping the throttle wildly. Hopefully when it is adjusted properly I'll be anble to reconnect them.

Does the mixture screw only affect the mixture at idle?
Which way do I have to turn the mixture screw to lean it out?
I'm thinking that I should hook up a vacuum gauge and adjust the mixture to achieve maximum vacuum?

Reality is that the computer carbs with the mix solenoid disconnected will run way-too-rich. If your cat-con hasn't had a melt-down yet, it soon will. Any idle mix adjustment won't do squat for running mix, and the car will generally run like crap. Fix the root cause of the ECU idle speed and mix overshoot - likely suspects are are bad O2 sensor or a bad or leaking vacuum line. Those carbs are complex, and you have to fix them 'by the book' to get them to run right.
