That sounds fair. How many miles on the engine?
Your driving style, road conditions (hilly / traffic / highway), tire pressures, tire size, stuff in your trunk, passengers, running the A/C, type of gasoline, all can affect your mileage.
You will get your best mileage with the original size tires maintained at the corrtect pressures, (sometimes higer than recommended by manufacturer) if you are doing mostly highway driving at about 55 MPH, by yourself with nothing but the spare tire in the trunk.
Ethanol blend gasolines will sometimes lower your milage. Don't use high octane either, unless your engine is knocking or pinging. It has lower BTUs than low octane, so produces less energy.
I am getting 28-29 mpg, with my '89 GT-S, with a '93 1.8 (rebuilt) engine swap, with much wider than standard tires, donig a mix of city and highway (mostly highway) driving, usually doing 10 mph above the posted speed limit.
