If the thing is truly flooding, more choke is the LAST thing you'd want.
When you get the 'crank but no start, pop the air cleaner, and take a look at the choke to see if it's engaging. Could be it's not adjusted correctly, and is either closing too much, or not closing enough. System diagnosis is in order - lots of those cars had a 'choke pull-off' that released choke as soon as it started. Vacuum hose leaks will render that inoperative.
If it's flooding out, I'd suspect float or even fuel boiling and flooding the manifold. If that's the case, more choke is a REALLY BAD THING.
Could also be the case of an old car with primitive emissions controls having a bad time with fuel designed for EFI cars. Especially with ethanol mixes, the vapor pressure is excessive for carbs, leading to poor warm start performance. Fiddling with choke and enrichment settings, along with float levels may be in order. Find someone who knows the old carbs to help you with this.
