voltage question

I have a 1979 corolla which is will not idle. I have traced the problem to the primary fuel cut solenoid is not being activated. The solenoid works if I connect battery voltage to it. The voltage coming to the solenoid through the harness varies from 4 to 8 volts - schematic says that this is from the emission control computer. Based on this information I have a few questions.
1. What the should the voltage be from the "emission control computer"?
2. Where is the emission control computer?
3. Would the fuel solenoid hold up to the 13-14v available during normal operation.
