AE86 Vacuum problem?

I have an 83 corolla wagon and it seems to hesitate at slow speeds and it feels like i have to hammer down on the throttle. At higher speeds(>35) its fine. just getting there is the problem. I ruled out the possibility of it not starting in first gear by driving it in Low gear and manually shifty into second and then into drive. and it ran the same.
I just bought the car and it failed smog so what i had to replace is as follows:
Cap
Rotor
Wire set
Spark plugs(.44)
evap hose from my canister
gas cap
fresh air intake hose
preheater hose
about 2.5 ft of vacuum line

I'm pretty sure its a vacuum problem i just want to be sure. I'm gonna replace the fuel filter soon to see if that rules it out and maybe buy some carb/choke cleaner.
Has anybody else had this problem or similar?

182k miles? thats almost 300k km's.... thats a rather high milage engine if ya ask me, and a dirty carb and fuel filter would be definitely somthing to look into
