AE86- low and soft brake pedal

Just bought a AE86 yesterday. the previous owner replaced the calipers, pads and master cylinder. But the brakes are awful! you have to pretty much slam the brakes to get any type of braking out of them. if you pump them with the car off you get a good pedal tho. Before i drove it home i had the previous owner try to bleed the brakes thinking that it had air in the lines. but no change and no air came out he said. any idea to what the issue could be? Altho now that i think about it i wonder if he actually did try to bleed them. Cuz I whent to the DMV to transfer the title and he said while i whent that he would do it. But i was only gone half an hour MAX! i wonder if he just BSed me and said he bled them. anyway ill try to bleed them again tomorrow but any ideas to what the issue could be if i try to bleed them again tomorrow and theirs no change?
