97 Corolla Insufficient EGR?

I have a 97 1.8 that is throwing an insufficient EGR flow Check Engine Light. My question is this, Can this be caused by a vacuum leak?
I pulled off the intake manifold to fix a burned starter wire and the problem surfaced soon after.
Other symptoms include:
High idle when cold outside
Trans wont shift into 4th until warmed up


Any ideas? Im thinking it is a vacuum leak but i cant find it.

it's probably the EGR modulator valve. It's pretty easy to check. Each port should hold a vacuum. If not, the diaphragm inside has split.

Thanks for the reply. Would the vacuum leak in hte modulator cause the trans shifting problem?

You're welcome.

If you have an overdrive automatic (4 speed), the transmission should not shift into 4th (OD) until it has warmed a bit. Mine usually shifts into 4th when the temp comes about 1/4" off cold.

OK, thanks again. I just ASSuMEd it was related to the other problem i had. I will try to test the regulator this weekend. I have bookmarked the articles on here that mention the procedure to test it. It hasnt made sense yet but it will once i look at the egr setup on the car again.
