EGR problem 1995 Corolla

I'm diagnosing an EGR problem on a 1995 Corolla with the 1.8 engine. I got a 71 code but also even with the cel cleared the car failed NY inspection for NOX levels. I applied vacuum directly to the EGR with the car idling and it dies so that tells me the EGR is not stuck. I was trying to t-shoot the modulator and VSV. The question I have is at what particular speed should I feel vacuum from the R port on the throttle body? It does not seem to be giving any vacuum at any engine speed. I also opened the throttle with the eigine off and can't blow air into the vacuum fitting for the R port on the TB nor spray carb cleaner through it. This makes me think it is plugged but I'm not sure if this is a condition of how the R port is supposed to work. Help!

I had similar problems in my 96, kept replacing parts on check engine. It took a new O2 sensor, egr valve, and vsv. Consider spending 50-75 bucks to have the dealer diagnose and then fix yourself. They can find the problems in 30 minutes or less with their 100k plus computer.

Still need question answered about R port on TB for EGR!

All, view my original post. I'm just wondering if anyone knows about how much vacuum and at what throttle position I should be receiving vacuum off the TB at the connection for the R port going to the EGR modulator. Thanks

let me know if you fixed your CEL code 71. I have the same problem.
