1997 Corolla LE with 4AFE engine start problem

I am a noob at cars but I did a search and didn't find much.

At random occurrence, the car decides not to start. when I turn the key to start, I hear a very loud single click and a hum for the duration of the key is turned to the start position. Now I know that the battery works because when I hear the hum, the instrument panel and clock dim suggesting that the battery is under load. The battery was changed a couple of years ago. The loud click seems to come from the left side of the engine when looking at it from the front of the car.

Also, if there is a problem with the spark plugs, how do I get at them for maintenance?

To get to the spark plugs you need to take the plug wires off (one at a time) and use either a socket wrench with an extension or a spark plug wrench. However, it does not sound like an issue with the plugs, as an issue with the plugs would at least allow it to crank. That said I'm not entirely sure what the issue could be outside of that. The starter isn't turning, correct?
