I has that exact problem a few years ago with my 96 corolla. The problem was that I had wider tires than standard (185 instead of 175 I think). My tire place had in their computer that my car used a 185 so after replacing almost my whole suspension I swapped them out for 175 and have never had another problem with them.

I had same problem and 2nd that - go w/ 175 - though replacing the shocks helped as well and is possibly your problem.
In simple terms, springs push the suspension back up to normal position while shocks absorb the downward motion that you'd get while adding weight to the car so if you're not lowering the car and it doesn't sit strange in an unloaded state your springs are probably fine.
