1995 Corolla Will Not Start or Even Turn Over

I have recently been having a bit of trouble with my 1995 Corolla. I had a dead battery and had my car jumped to drive to buy a new one. On the drive to the auto parts store the car died on the road. I got another jump and made it to the store and replaced the battery. Because the car died on the road I thought that the problem may have been with the alternator. I ended up testing the battery and alternator with a multimeter. The new battery stays at a constant 12.6 volts when the car is off, and the alternator shows a voltage of 14.5-14.6 volts with headlights and defrost/heater on.
The trouble I had yesterday morning was the engine was having trouble turning over to turn on. It took a good twenty seconds before it finally caught. I drove about 10 miles with no problem. During the day I checked the battery a few times to make sure there wasn't an electrical leak, but it never dipped below 12.6 volts. However, when I went to turn the car on again, the starter won't even turn over. When the key is turned to ACC, warning lights on the dash come on, including check engine. When I turn the key to ON, all the lights turn off and I don't hear anything from the engine. In case it's related, after this new problem occurred the steering wheel became very difficult to turn and the brake pedal is very difficult to depress. Any ideas as to the cause of my latest difficulties? Thanks in advance.
