The steering wheel will be a straight swap. Just pop your horn cover off, undo the nut, take your original wheel off and slide the new one onto the spline (just make sure the wheels are perfectly straight when you do it).
The headlights should be a straight swap also, although I've never fitted aftermarket ones from eBay so I can't tell you if there is any modification involved in terms of the wiring. There are a quite a few people on here who have though, so I'm sure they'd be able to give you some guidance.
EDIT: I should also mention that when I took my standard steering wheel off, there was a single screw underneath which needs to be unscrewed. So if you're wondering why the wheel isn't coming off, that's why, lol. You'll also need to unplug the horn connector when taking it off and plug it back into the new steering wheel, but that goes without saying really.

yup, the head lights are very easy to install on your car. Direct swap. The black ones might look better though on your red paint!
And, I would keep that steering wheel. The steering wheel you want to put on is the standard US one. I didn't like it, so I put on a 2005ish Celica/Corolla S wheel. It was pretty easy.
I've always liked the type of steering wheel he's going for really . They're used on most of the Levins over here. My standard one looks a little similar to that. I'm not really a fan of triangular shape steering wheels. The one you've got on your car is the same as a Vitz RS (Yaris).

I always liked thos 4-spoke steering wheels, but anyway, there are lots of things I should do to the car before:
- total respray, body and bumpers... i will have to disamble the whole car!!!
- interior carpet, which is in excellent condition, exept for a piece in the drivers place, which is all worn out. So I will have to remake it.
Luckily, the car is only 80.000Kms run (49.000 miles aprox), so mechanicaly its in perfect order...

However, the 4-spoke doesn't have any better grip than yours. I found that the wheel I put in does have great grip. But that's because it's newer, with better contouring and leather.
I have a third brake light I'm not using, but I made it LED, so it's not original.

Just to give you an idea of other types available, this is the standard steering wheel on my Corolla. I put a Momo one on about 2-months ago but didn't really like it, so reverted back to the original. What I like about the original steering wheel is that the horn button is completely flush with the rest of the wheel, which makes it really easy to toot in a fast sequence, lol:
