gen 7 '93 Corolla Won't Start

My thoughts are that I'm having some sort of a relay issue and heres why...

When I turn the key on the second fan kicks on and it won't start. I have to push start it as jump starting it doesn't affect it. Battery is brand new.

When I turn the key on and don't hear the second fan, then it starts just fine.

Sometimes I've experienced the fan shutting off when I rock the car and pop the clutch (with it in gear) so not sure if there is a neutral switch that is bad that is feeding electricity back somewhere?

Any advice would be appreciated!

Do you hear a single click or clonk sound when you turn the key to "start" position and the car does not start? If you do, it is most likely the contacts in your starter that are worn out. Common problem. The second fan (I assume you refer to the one on the radiator) could be just a coincidence, if the car is warm it will come on as soon as you turn the ignition on. Then by the time you have rocked the car back and forth, it would have cooled the fluid in the radiator and thus shut down.

From my experience when the starter contacts are getting worn the car usually starts after a couple of tries, like 5-15. Then it works fine for a couple of days, and then it fails to start again. Getting progressively worse.
Getting the starter out is a bit awkward, but once you have it out, replacing the contacts is cheap and easy.

check and clean the engine grounds or add an extra one, i did from the battery to intake manifold directly with 8ga wire.

It turned out just one copper contact wore out in my starter motor.
However we need more info to help you determine if it is the case with yours. Cheap to fix it is (just a pain to get out).

My car would fail to start, and got worse as time progressed........cleaned up the starter contacts and good as new.
