I believe OP was asking about the wheel offset.
OP unless there is someone here who actually 16" wheels in a +38 offset (I assume it's a 16x7 wheel), then you may just have to take some measurements to see.
When I had my old 89 Camry, I was running 16x7 +35 with 205/50-16 tires (closest to stock 185/70-14). With that size, the tire's inside sidewall was maybe 1/2" or less from rubbing the rear struts. As in, I couldn't even fit a finger between the tire and the strut housing. Any higher offset and it would have no doubt rubbed. However, that offset and wheel/tire width also stuck out past my front fender edge about 1/4" and scraped the rear wheel arch lip (I had to hammer it up out of the way).
